On all the Windows machines I’ve currently got access to, the Scroll Lock key causes Emacs to ignore the Caps Lock key. The feature seems to be undocumented everywhere I can think to look.
The feature can be useful sometimes because ‘C-h c’ is bound to a different command from ‘C-h C’. So it keeps you from shooting yourself in the foot by setting caps lock on if you have a bad habit of doing that and want to break yourself of it.
On the other hand, being undocumented, it can be a shock to have your Caps Lock key ignored by Emacs if you don’t know what caused it. Just tap your Scroll Lock key again to put things “right”.
