Timestamp is enabled by default. To disable it use M-x customize-variable RET erc-modules.
This module adds a timestamp to new lines if at least a minute has past since the last timestamping.
I prefer the timestamps on the left, and on every line:

Ok, this worked for me with significantly fewer lines of code. Shows left-aligned hours and minutes on change, and a new line on date change or new conversation.
